Two years rule DOES NOT apply what does it mean?

I have been in USA for two years as au pair. I'm from Colombia and my visa will expire soon. Do I have to wait 2 years to apply again for another VISA to come to USA? What kind of permisions or restrictions do I have with that statment? Thks
