No, a ripped mp3 cannot be upscaled to 5.1 surround. You should understand that conventional mp3 are compressed to 128kbps or variable bit rates in stereo mode, possibly 2 channel [left and right]. Whereas a 5.1 is 5channel, that is 5 speakers + 1 sub woofer for the b effect. So there's no way that a 2 channel audio can be converted to true 5.1 channel audio. But yeah, if you are ripping audio from a audio cd or DVD, make sure to rip it in 5.1 mode.
