Yes it does.....it means that you like him and that he likes you. Also that he get jealous when you are hugging somebody else. It will be him or you that will have to make the first move. It seems neither of the 2 is willing to make it. It is very obivous that he likes you and you him. Do it before its to late and somebody else beats you to him.
